No one. Since The Nagan King was supposedly the "last" villain, there was no reason to protect anything. It was at during this time of peace that gave Solomon the chance he needed to take over.

A resistance is formed shortly after Solomon's take over. On Earth, most places are taken over, but the only country that isn't taken over is Great Britain, because Zakato and his Knight Reapers have protected it.
In the Knight Realm, an old Knight named Archon is their leader. He leads them until Diamond, Exodus' former pupil kills him shortly after Exodus joins. Then Exodus becomes the leader.

He basically had a different way of seeing things.
Since Knights were the strongest of mortals, he felt that in order to ensure no more evil, he had to be in control. But he did so because he read a document, (turned out to be forged) that said that God wanted HIM to take over one day. Thus he felt that God wanted him to be in control. A lot of it was also because of his need to be noticed, and idolized. He couldn't stand the thought of being replaced by another Knight. (By replaced I mean no longer idolized, and worrying that Exodus would replace him as The Knight's greatest hero.)

Sort of. He went too far though. Although he did do what he did because he thought God decreed it, if you look at his REAL reasons, they were hardly excusable. Remember, he was afraid of being replaced, and no longer idolized. He was, in a way, very arrogant. So much that he took over. After all, did God want him to take over ruthlessly? Nope. He did it to show off his power.
